Why don’t they think?

I sent a request to the National Library Board to get a book by Don Knuth in the library. Here’s their reply:

Why, oh why, do these stupid autoreplies have to have these disclaimers? Also, why is the OSA invoked? Unthinking minds and cluelessness permeates the civil service!
